Delay in Water Subdistrict Plan
The appeal of District Judge O. John Kuenhold’s 2006 ruling on the state’s confined aquifer rules is slowly moving through legal channels, Rio Grande Water Conservation District Attorney David Robbins told the district board on Tuesday. Also, a retirement is holding up the San Luis Valley’s first sub-district water management plan.

There is no state engineer, and the statute requires there be a state engineer to do this,” said David Robbins, attorney for the Rio Grande Water Conservation District that is sponsoring the water management sub-districts in the Valley. “We do not even have an acting state engineer.
