Colorado Gov. Bill Ritter came to the San Luis Valley Monday bearing gifts and tidings of a brighter future. Ritter made his first stop at the SunEdison solar energy plant about 15 miles northeast of Alamosa where he signed six rural-friendly bills into law and then continued on to Alamosa where he presented city officials with a a $1 million check to help pay for water-treatment costs stemming from the salmonella outbreak in March.
